A New Chapter for this Historic Public Park
Eastern Market Metro Park has evolved into a signature urban park that responds to the changing needs of the Capitol Hill neighborhood.
Located at the historic intersection of Pennsylvania and South Carolina Avenues sits Eastern Market Metro Park, a six-acre urban open space that has served as a significant community and transportation hub for over two centuries. Originally planned by Pierre L’Enfant in 1792, the park grew to include six separate parcels bisected by major thoroughfares. Fueled by the community’s desire to better utilize the space, the DC Department of General Services (DCDGS) sought to create a place where people wanted to linger, socialize, and play. Inspired by the publicly led master planning process in 2015, DCDGS entrusted LandDesign and a team of consultants to design and construct improvements to the park that remained true to the community’s original design intent.
Constructed through a Design-Build process, Eastern Market Metro Park is a cultural and civic destination for the Capitol Hill neighborhood and greater DC. Through thoughtful programming and landscaping, the park’s six parcels are now interconnected experiences that welcome residents and visitors alike. Completed in 2021, Eastern Market Metro Park has become a beloved community asset and critical piece of green infrastructure that advances DCDGS’s vision for a greener District.

As the Capitol Hill neighborhood grows, their unique open space and play area needs are evolving. In response, members of the public recognized the opportunity to improve the park’s functionality by marrying open space with history and play. One parcel, bordered by private homes, draws its inspiration from a quieter, residential feel and features a playground, splash pad, and shaded gathering spaces. Another parcel draws inspiration from its civic orientation and contains the Metro entrance and is adjacent to the public library and local businesses. The design includes programmable space, allowing the library to spill out and host community events.
Creating a Channel for Community Input
Given the community's involvement in the initial master plan development, including them in the design process was critical to the park's success. Our team deployed an extensive engagement strategy with numerous touchpoints over a two-year period. We solicited feedback through targeted public meetings, online surveys, local Advisory Neighborhood Commission meetings, and the project advisory panel.

Eastern Market Metro Park is comprised of six detached parcels bisected by major transportation pathways. Creating a cohesive experience and singular sense of place was challenged by the District’s existing street grid, long history, and complex array of federal and local oversight agencies. Embracing the distinct uses within each parcel, we created a common design language through repeating materials and patterns and wayfinding and signage. Each parcel is designed with flexibility in mind to accommodate active and passive programming and events, while responding to the adjacent land uses, including residences, private development, and civic spaces, to anchor the park within the neighborhood. Additionally, we permanently closed two streets and repositioned them as pedestrian spaces to further connect the park and improve access.
